JCI in brief

The Public Interest Group for International Justice Cooperation – “GIP JCI” or “JCI” – was created in 2012 to succeed the Acojuris association (Agency for International Legal Cooperation), itself born from the experience accumulated since 1992 by the association ARPEJE (Association for the Renewal of Legal Exchange with Central and Eastern Europe) chaired by Mr Robert Badinter. Initially established to have a five-year life span, JCI was renewed by order until the end of 2021.

Our Mission

We aim to contribute to the development of legal and judicial cooperation in the framework of multilateral cooperation programs launched by international donors – comprised at this time essentially of the European Union, but also the French Development Agency, the World Bank, Unicef, UNDP, etc.
To this end, we have established ourselves as a technical and logistical support tool in the service of the French judicial environment, intending to grow in this context of cooperation.

Our Profession

Our profession is the design and implementation of judicial cooperation projects funded by institutional donors in different regions of the world. We apply our dual technical and logistical skills to putting together and managing these projects, whether independently or with French and European partners.

As part of our preparation of offers and implementation of projects, we conduct expert witness, training, and consulting activities for States, institutions or national or international organisations seeking the benefit of our knowledge of the French legal world. To carry out our activities, we send out experts for long-term (i.e., to reside full or part time in the beneficiary country) and short-term activities (i.e., to perform targeted thematic assignments lasting a few days or weeks), to provide support to the beneficiaries of our projects. This support contributes to strengthening the capacities of legal and judicial institutions (Ministry for Justice, training institutes, courts, etc.) and the skills of justice professionals.

The management provided by JCI also includes a financial aspect. We report on and assume responsibility for the use of funds allocated to us by donors, to the euro, as project development proceeds.

Our involvement in multiple projects is in line with the strategic orientations of our members – first of all, in our capacity as a public agency, those of the Ministry for Justice – and with the international cooperation priorities defined by and for the legal community.

Our added value: bringing together French legal and judicial expertise

We bring together the expertise of the whole legal community, thanks to:

  • Our core of founding members, with a multidisciplinary composition that provides a broad range of expertise

  • The presence of the Ministry for Justice as a member of JCI, which entails the presence of all the departments and services of the Ministry, as well as of its non-autonomous schools
  • The close relationships we maintain with the Court of Cassation and its General Prosecutor’s Office, the Council of State, the High Judicial Council, the National School of Administration, etc., and with any other institutions that may be associated with the projects under development.

Thanks to this rich pool of resources, we can offer expertise perfectly tailored to suit the specific needs of the beneficiary country or entity.

The beneficiaries of our activities can expect symbiosis between the experts and JCI’s operations team. The former focus on the substance, method and objectives of the project. The latter helps them to decipher the complex world of project management, thanks to:
