From 21st to 25th January 2019, several services of the French penitentiary administration and school in France welcomed a senegalese delegation composed of 6 executives including the new Director of the National School of Penitentiary Administration in Senegal. This study visit has been set up in the framework of the grant contract linked to the programme for supporting the Reform of the Rule of Law in Senegal (PARED, 11th EFD) funded by the European Union and implemented by JCI since March 2017.
The objectives of this meeting were to :
- Enable discovering and deepening the knowledge of the french penitentiary system,
- Study the administrative, financial and educational organisation of the school.
The delegation visited the office of the penitentiary administration and then a deconcentrated structure (interregional board), where several topics have been discussed such the Human Ressources management, security, IT, etc. The delegation has also visited an « ERIS » base (Regional team for security). Then she went to the french National School of Penitentiary Administration, where a detailed presentation of the Academy and its functionning has been delivered, both on organisational and educational sides. The delegation has also visited a detention centre located near to the ENAP.
